The Village Clerk-Treasurer’s office is here to serve the residents of Evans Mills. We help keep the Village running smoothly by maintaining records, handling finances, and assisting residents with everyday needs such as taxes, permits, water/sewer and local information.

 

We work closely with the Mayor, Village Board, and other departments to ensure operations are efficient, transparent, and accessible to the community. Whether you need help with a payment, have a question about Village services, or are looking for information, the Clerk-Treasurer’s office is your first stop.​

Please note: The Village Office does not provide notary services.​​

Water & Sewer

The Village Clerk-Treasurer’s Office is responsible for all water and sewer billing in the Village of Evans Mills.

  • Bills are issued quarterly to all residents and property owners connected to the Village water and sewer systems.

  • Payments can be made in person, online, by mail, or by phone with debit/credit card.

  • Unpaid balances may be subject to late fees and can be re-levied onto Village property taxes if not paid in full.

  • For questions about your bill, account balances, or payment options, please contact the Village Office during regular business hours.

The following services are not handled by the Village Office. They are processed through the Town of LeRay Clerk’s Office:

  • Dog Licenses

  • Notary Services

  • Hunting Licenses

  • Marriage Licenses

  • Birth Certificates

  • Death Certificates

  • Disabled Parking Permits

Water & Sewer: 
Quarter 2 Water/Sewer Bills were due Tuesday, September 30th, 2025;

Late penalties have been applied.

Waste Management:

Pre-Paid Services are available. Bills are due by the 15th of every month unless otherwise stated on your bill.

Property Tax Collection

2025 Tax Payment Period:

Payments for the 2025 property tax cycle are being accepted now through October 31, 2025.

Late Penalties

5% – July

6% – August

7% – September

8% – October

 

Unpaid taxes are sent to Jefferson County on October 31, 2025. After this date, payments must be made directly to the Jefferson County Treasurer, 175 Arsenal St., Watertown, NY. 

The Village Clerk-Treasurer, acting as Receiver of Taxes, collects Village taxes only. Tax bills are mailed out by Jefferson County at the end of May. Property owners have until June 30, 2025 to pay without penalty.If you do not receive your tax bill by June 1st, please contact the Village Office.

  • By mail to: Taylor Scheer, Village Tax Collector, P.O. Box 176, Evans Mills, NY 13637

  • Accepted forms of payment: Check, Money OrderCash or Debit/Credit Card (by phone at 315-629-4753 ext. 1

  • Please include your tax payment stub with all payments.

  • Mailed payments must be postmarked by the U.S. Postal Service on or before June 30th to avoid penalties.

 

⚠️ Property taxes cannot be paid online through the Village website at this time.​

Freedom of Information Law (FOIL)

The Freedom of Information Law (FOIL), under New York State Public Officers Law, Article 6, grants the public the right to access government records, with certain exceptions.

What Is a “Record”?

A “record” includes nearly any information kept by the Village, such as:

  • Reports, statements, or memoranda

  • Files, folders, books, or manuals

  • Maps, drawings, designs, or photos

  • Letters, forms, or papers

  • Computer files, disks, or tapes

  • Rules, regulations, or codes

Exemptions

Certain records are exempt from disclosure under State Law. The Records Access Officer may deny a request, in whole or in part, if it falls under these exemptions. See Article 6, Section 87(2) of the Public Officers Law for more information.

Request Procedure

  • All requests must be submitted in writing to the Records Access Officers.

  • Requests must reasonably describe the records sought.

  • To help us locate records, please include details such as dates, file names, or subject matter whenever possible.
