The Village of Evans Mills Department of Public Works (DPW) is responsible for the operation and maintenance of the Village’s water and sewer systems. This includes managing the water supply, maintaining infrastructure, ensuring water quality, and addressing service needs such as repairs, emergencies, and system upgrades.
The Village Clerk-Treasurer’s Office oversees the billing and financial management of water and sewer services. This office is responsible for issuing quarterly bills, collecting payments, applying late fees, and answering resident account questions.
Together, these two departments work to provide safe, reliable, and cost-effective water and sewer services to Village residents and customers in the Town of LeRay Water District #3.
The Village water system is supplied by two wells located on the south side of Evans Mills, pumping approximately 220 gallons per minute into a 130,000-gallon storage tank where sodium hypochlorite is added for disinfection. From there, water is pumped to a 260,000-gallon storage tank on Peck Street, serving more than 700 Village residents and approximately 300 residents in the Town of LeRay.
The Village is committed to maintaining high standards of water quality, protecting the environment, and keeping residents informed about services, billing, and system updates.

Important Service Update
Pursuant to Village Board approval, the following Water & Sewer Rates will take effect beginning with the September 1, 2025 billing cycle:
Inside Users
Water Rate: $50.00 for the first 5,000 gallons
Additional Usage: $0.00375 per gallon (over 5,000 gallons)
Water Debt Charge: $0.0025 per gallon (on total usage)
Sewer Flat Rate: $169.00 per unit
Outside Users
Water Rate: $90.00 for the first 5,000 gallons
Additional Usage: $0.00375 per gallon (over 5,000 gallons)
Water Debt Charge: $0.0025 per gallon (on total usage)
Sewer Flat Rate: $169.00 per unit
Vacant Properties
All vacant properties are billed minimum water and sewer charges year-round, even if service has been shut off at the street.
