The Village of Evans Mills Department of Public Works (DPW) is responsible for the operation, maintenance, and repair of the Village's water distribution and sanitary sewer systems. The Department oversees the daily operation of the water supply, maintains critical infrastructure, monitors water quality, responds to service requests and emergencies, and performs necessary system repairs and upgrades to ensure reliable service for residents.
The Village Clerk-Treasurer's Office is responsible for the administration and financial management of the water and sewer utility system. This includes preparing and issuing quarterly utility bills, processing payments, administering late fees in accordance with Village regulations, maintaining customer accounts, and assisting residents with billing inquiries and account services.
Working together, the Department of Public Works and the Clerk-Treasurer's Office are committed to providing safe, dependable, and cost-effective water and sewer services while maintaining compliance with all applicable state and federal regulations.
The Village's public water supply is provided by two groundwater wells located on the south side of Evans Mills. These wells pump approximately 220 gallons per minute into a 130,000-gallon storage tank, where sodium hypochlorite is added to disinfect the water before distribution. Water is then pumped to a 260,000-gallon elevated storage tank located on Peck Street. The system provides potable water to more than 700 Village residents.

Pursuant to Village Board approval, the following Water & Sewer Rates will take effect beginning with the September 1st, 2026 billing cycle:
Inside Users
Water Rate: $65.00 for the first 5,000 gallons
Additional Usage: $0.00450 per gallon (over 5,000 gallons)
Water Debt Charge: $0.0025 per gallon (on total usage)
Sewer Flat Rate: $175.00 per unit
Outside Users
Water Rate: $90.00 for the first 5,000 gallons
Additional Usage: $0.00450 per gallon (over 5,000 gallons)

Vacant Properties
All vacant properties are billed minimum water and sewer charges year-round, even if service has been shut off at the street.
